• a natural or legal person, entity or body acting on behalf or at the direction of either:
(i) the Russian government;
(ii) a legal person, entity or body established in Russia that is publicly controlled or with over 50 % public ownership; or
(iii) a legal person, entity or body established outside the European Union whose proprietary rights are directly or indirectly owned for more than 50 % by either the Russian government or a legal person, entity or body established in Russia that is publicly controlled or with over 50 % public ownership.
